Where Next for Japan’s US$4.2 Trillion Sustainable Asset Base? Global Standard-Setters to Convene in Tokyo to Chart the Road to 2030

TOKYO, August 28, 2026 — In the lead-up to COP31 and with the key climate action milestone of 2030 only a few years away, the Tokyo Sustainable Finance Forum 2026 will convene on October 22 to discuss the implementation roadmap for Japan’s US$4.2 trillion sustainable investment market.
Held at the Otemachi Place Hall & Conference in the heart of Tokyo, the event will bring together key institutions for high-level discussion on policy development and practical action — including the Government Pension Investment Fund (GPIF), the Climate Bonds Initiative (CBI), the International Capital Market Association (ICMA), the Principles for Responsible Investment (PRI), LSEG (London Stock Exchange Group), the Financial Services Agency of Japan (JFSA) and the Japanese Bankers Association.

Japan’s Sustainable Capital Base at a Turning Point

According to the Japan Sustainable Investment Forum’s 2025 survey, Japan’s sustainable investment AUM reached approximately US$4.2 trillion as of March 31, 2025, a 7.4% year-on-year increase. Japan is also the world’s first sovereign issuer of climate transition bonds, with over US$25 billion issued to date under a program of approximately US$126 billion running through FY2032, with redemption by FY2050.

The Adaptation Agenda and Japan’s Next Move

Adaptation has moved up the international agenda: COP30 called for efforts to at least triple adaptation finance by 2035. Global adaptation finance was flat at US$64 billion in 2024, out of more than US$2 trillion in total climate finance, according to Climate Policy Initiative. Japanese issuers have been first here too: in 2025 the Tokyo Metropolitan Government issued the world’s first resilience bond certified under the Climate Bonds Resilience Criteria and Taxonomy.

An Invitation to Global Investors

FinCity.Tokyo will hold the Tokyo Sustainable Finance Forum 2026 to put Japan’s sustainable investment market in front of international investors. More than 1,200 registered for the 2025 edition. This year’s theme is “From Goals to Action: Accelerating the Implementation of Sustainable Finance Toward 2030.” Standard-setters, regulators, banks, companies, asset owners and asset managers will discuss: what it takes to turn rules and targets into investment.
